CARACAL — 2019 · Murder
The Caracal Case
In 2019 two young hitchhikers disappeared a few months apart in the southern Romanian town of Caracal: an 18-year-old woman in April and a 15-year-old girl in July. The second victim managed to call the 112 emergency line three times from the house where she was held, but it took police many hours to enter the house, and the delay sparked nationwide protests. Senior officials responsible for the police and the 112 system were dismissed. The 66-year-old man living in the house was charged with killing both girls. In 2023 the Craiova Court of Appeal made his 30-year sentence final; an accomplice received 12 years. The case triggered a debate in Romania on reforming the police and the 112 system.
