BOGOTÁ — 2012 · Murder
The Rosa Elvira Cely Case
Rosa Elvira Cely, 35, was a mother who worked as a street vendor by day and attended night school to finish her secondary education. On the night of 24 May 2012 she was taken by an acquaintance from school to Bogotá's Parque Nacional and brutally attacked. Injured, she called the emergency line and gave her location, but delays in the response and the wait she endured at the hospital were later heavily criticised. She died on 28 May 2012. The attacker, despite a record of previous violent crimes, had been free; at the end of 2012 he was sentenced to 48 years in prison. The case led in 2015 to Law 1761, named after her, which made femicide a separate crime.
